Jim brings more than 39 years of experience with the IRS Office of Chief Counsel, where he focused on the litigation of Tax Court cases. Over the course of his career, he handled matters ranging from routine individual substantiation disputes to some of the most complex cases litigated by the IRS, including those involving corporations, partnerships, trusts, estate tax, tax shelters, conservation easements, and charitable contributions. Jim’s name appears on numerous successful Tax Court opinions, including cases litigated against some of the nation’s most prominent law firms.
In addition to his litigation work, Jim regularly advised revenue agents and appeals officers on complex tax issues and served as an instructor for training programs for IRS attorneys, revenue agents, and appeals officers. He later advanced into management and received multiple service awards in recognition of his contributions to the IRS.
Before joining the IRS, Jim began his tax career in the Small Business Tax Division of Arthur Andersen & Co., where he became a Certified Public Accountant. He subsequently worked at two small law firms, concentrating on tax compliance, tax planning, estate planning, and real estate transactions. Jim is also a long-time volunteer with Chicago Volunteer Legal Services, where he has represented indigent clients in guardianship, divorce, adoption, and related matters. In recognition of his service, he has twice received the Volunteer Attorney of the Year Award.
